The Fact skill can be opened or launched correctly. BUT the user is then "kicked out" and can't ask for another fact, or help or stop. The coding has options for "help" (and Alexa has reply text in the code) or "stop" (and Alexa says Goodbye).
The skill works fine on the Developer Portal Service Simulator and help and stop when typed in, give the right responses.
But using an echo dot or having a beta tester try it on an echo - both get "kicked out" after the initial query.
Also the published Fact Skills I tried (example Utah Facts) exhibit the same behavior. Although they may just have started from the same source code.
