Beta test should be stopped before submitting for certification?

For a skill in development and an ongoing Beta test, do I need to stop the test when I submit the skill for certification?

And after the Skill goes live in the Alexa store, will the Beta testers still be able to use the "dev" version?..

No, you shouldn't need to stop the test. Beta tests should still be able to use the dev version until you either end the test or the 90 day test period expires.
