Is there some way to do this? ... even if it means buying it myself and "assigning" it to the recipient that's OK.

That's correct -- at the moment there's no way to ensure that those coins are spent on that particular IAP item, and so the user is free to purchase anything (any supported digital content).
One (not so elegant) workaround could be to submit your app to the Underground program. You don't actually have to go live with it, but can keep it in draft mode, and create a Live App Test for your Underground version. As you know, all IAP items in Underground apps are free, so if you add that user as a tester for your LAT, they will be able to use all IAPs in that app for free.

Coins sounds like a good solution -- but there's no way to ensure that the coins are used on anything in particular, right?
I guess that doesn't really matter, but the gift / reward is intended as the IAP item(s).
Any other ideas?

Normally, 100 Coins is $1, and when you purchase them, you can gift them to another recipient, and when they buy an IAP item, they should be able to use their coins for that purchase. Have a look and see if it works for you. Thanks!
