As to "Didn't Amazon develop any solution for super secure companies to be able to use Alexa skills on local networks?" maybe you are referring to the "private skills" available in Alexa for Business?
The private skills are private only in the sense though that they are not publicly available to everyone (you can control the Alexa devices or user accounts that should have access to the skills). Even these skills require a connection to AWS however.

The AI for Alexa exists in AWS, it cannot be downloaded and run behind a firewall.
I have in interest in using Alex behind a firewall though. I work with large companies that are not open to opening ports in their firewalls for the lambda fns to consume internally-hosted web services, or installing tunneling software.
I'm planning to experiment with phone apps - i.e. have the Phone app talk to Alexa across the phone network, fetch the results and then send requests to the web services over wifi.
Could you please clarify "intranet without AWS"? Please note that Alexa is cloud based and requires access to the internet / Amazon servers to function, so you cannot use it only within the intranet without external access. Please also note that Echo is a consumer rather than an enterprise device.
