Whenever I submit a skill for certification I always use the feature to just certify the skill and then let me publish it using the Alexa webconsole when I'm ready.
However on two separate occasions I have been unable to publish the skill when it has been certified using "Just certify". The webconsole tells me that the skill has been certified and asks me to select a publishing time however when I attempt to publish it then gives an error "You can only set a publishing time for skills in certified stage which were submitted with manual publishing".

Amazon Alexa support have been unable to help and so I'm raising the problem here in the hope that the bug can be fed back into the development team. The only option I have it to withdraw the skill certification and resubmit it. This seems a waste of mine and Amazon's time.
As I mentioned, this has only happened twice (two different skills) and the majority of the time the "Just certify" with me manually publishing processhas worked. In both the failure cases the EMail I receive after certification has the subject "Your skill ........ is now live!" whereas the normal/success case has the subject "Your skill ....... has been certified". Perhaps the certification team have selected some incorrect options as part of their certification grant ?
Anyyway, please feed this back to the internal dev team.
