When you submit your app, you are given some estimate of when it will be approved (usually/always, ~24 hours). Also, in that email Amazon mentions that if there will be any delay, or Amazon has any further questions (e.g., credentials, etc.), you will get another email (assumption before that initial ETA).
However, Amazon submission is partially broken (search this forum), and if that initial ETA has elapsed and you have not received any emails, it means that your submission got stuck. You can either wait that two weeks (as you did), plus another three to get Sam's attention, or rather after that first 24 hours you can cancel your submission, and resubmit it again. For us, cancelling and resubmitting (eventually repeating that process) virtually always works. Although, from time to time, in addition to your app being stuck in the submission process, the cancelling option is also broken. At that time you are rather SOL. I guess, the best bet is filing Contact Us cases one after another, _and_ constantly banging on this forum to get someones attention.
Assuming that what Sam wrote is right 'Reviewing time varies as each app is different' the second provision from that original email should kick in - i.e., being notified about such delay. Since that never happens, ...
