I'm on Windows 10, with node 12LTS in an administrator privileged Powershell.
I'm seeing the same issue as is originally described here:

This is what I'm seeing:

As best as I was able, I followed the instructions here:
CLI's installed globally and the vscode extension's on, windows build tools are installed and everything looks like it _should_ be ok.
I ran the simulator, and everything was fine. But then got the above attempting to deploy.
What should I do to resolve this?
