How to publish private skill while using ngrok/raspberry pi as an endpoint?

So I have created a skill and tested it to work. The endpoint is an ngrok server which points back to my house and communicates with my Raspberry Pi running python flask-ask-sdk and ask-sdk.

However, it says that to publish the skill for private use, I need the ARN for one a AWS Alexa Business account. What does that mean?

This skill is just meant for me, home-use as a hobby user.

You only need to publish if you want other accounts to use it. If you are the only one you can just leave it in development.
