Does Merch by Amazon operates in UAE?

Since Amazon is now operating in the UAE marketplace, is there a possibility to have merch by amazon in this market allowing people to start designing their T shirts and have them sold within the UAE. And I am not talking about payment I am talking about signing in from UAE and selling the product within UAE amazon website.
