I am unable to download Amazon Underground Apps

So, I made sure I have fulfilled the prerequisites for Actually Free Apps & Games. But unfortunately, recently the app has refused to let e download any Actually Free apps that I did not already have. I live in Ohio yet the app states that I am not in an eligible country. Please contact me when you have fixed the problem. ( >_< )
