As more people submit Alexa skills (and other programs, too, probably), the amount of time it takes for a skill to be certified and published will increase. While asking to predict the times for any specific certification request is probably impossible, it would be nice if somewhere on the developer web site it would provide information about the recent average wait times.
Amazon Skills Kit - 7 days (+/- 2 days)
Smart Home - 21 days (+/- 7 days)
Flash Briefing - 3 days (+/- 1 days)
With the first day being the average, and the +/- representing a standard deviation of the times. (This would cover 2/3 of the requests, with 1/6 being faster and 1/6 being slower than the bracket just defined). If this were updated weekly, it might keep some of the programmers from pestering you.
You could even implement it programmatically, so that it updates every night, once a week, or some other time frame.
